How do you get emancipated in Washington State?

I have a friend who wants to be emancipated. We live in Washington state, she is 15 and is basically forced to be the “mother” to her brothers and sisters. The only man she has known as her dad now lives in California and said he would do whatever it takes to help her. How do/would we go about starting the process to get her emancipated or give custody of her over to me or her step-father?
